議員の会を通して、6月はじめに入手していたラムサール事務局長から日本政府にあてた、諌早湾の閉鎖に関する公式見解を要望する手紙です。諌早湾が重要な湿地であることの認識、ラムサール条約締約国は登録湿地だけでなく領土内の全ての湿地を守る義務を負うことも明言しています。 以下、訳文と本文です。<柏木 実>

諌早湾の海からの閉鎖に関して

ラムサール事務局は、日本の行政当局が4月14日に諌早湾の干潟を海から閉鎖する手段を講じたという報告を受け取りました。この報告に関する日本政府当局からの公式な情報を頂ければ幸いです。というのは、諌早湾が日本に残された最大の干潟湿地であり、その重要性は多くの科学文献として公表されているからです。

諌早湾はどこの部分も日本政府によるラムサール重要登録湿地への指定がなされてはいません。しかし、締約国の領土内にある全ての湿地には湿地の賢明な利用を適用すべきであるというラムサールの概念から見て、この生息地は条約にとっては大切なものです。さらに、ご存知のように、1993年に釧路で開かれた第五回締約国会議では、干潟に対して、またそれらが東アジアでますます失われ、劣化している事に対して、特別な注目を促しました。この会議では、「東アジア渡り径路上の締約国がさらに湿地をラムサール指定地に登録するように、また特に、渡り性水鳥の維持、生物多様性の価値、そして漁業の支援のために決定的な役割をもつ潮間帯干潟を登録するように促し」た勧告5.1を採択しました。勧告5.1のフォローアップとして、1996年の第六回会議で、「東アジア渡り径路に沿った登録湿地のネットワークの創設に関するブリスベンイニシャティブ」に関する勧告6.4を締約国は承認しました。日本はこの勧告6.4の実施に特に貢献して来ました。

諌早湾の閉鎖に関する報告が事務局に届いたのはご存知の菰田誠博士がアジア地域のメンバーとなっている条約の科学技術検討委員会(STRP)の第6回会議が開かれていた時でした。諌早湾に関する質問がSTRP会議で取り上げられ、私もこのことについて菰田博士に詳しくお聞きしました。

Re: Closing from the sea of Isahaya Bay

The Ramsar Bureau has been received a report that Japanese officials operated measures to close off the tidal mudflats of Isahaya Bay from the sea on 14th April. The Bureau would welcome formal information from the Japanese authorities on this report, since Isahaya Bay is the largest remaining tidal wetland in Japan, and its importance has been documented in many scientific publications.

While no part of Isahaya Bay has been designated by the Government of Japan for the Ramsar List of Wetlands of International Importance, the site is of relevance to the Convention because of the Ramsar concept of wise use of wetlands,which applies to all wetlands in the territory of a Contracting Party. Furthermore, as you know, the Fifth Conference of the Contracting Parties held in Kushiro in 1993, devoted particular attention to tidal mudflats and to their increasing disappearance and degradation in eastern Asia. The Conference adopted Recommendation 5.1 which "calls on Contracting Parties along the East Asian flyway to designate additional wetlands for the Ramsar List, and in particular to designate intertidal mudflats in view of the vital role in sustaining migratory waterfowl, as well as their value for biodiversity and support of fisheries." As a follow-up to Recommendation 5.1, the contracting Parties approved at the Sixth Conference in 1996 Recommendation 6.4 on the "Brisbane Initiative onthe establishment of a network of listed sites along the East Asia flyway". Japan has been particularly active in the implementation of Recommendation 6.4.

The report about the closing off of Isahaya Bay reached the Bureau at the timeof the sixth meeting of the Convention's Scientific and Technical Review Panel (STRP), of which as you know, Dr. Makoto Komoda is the member for the Asian Region. The question of Isahaya Bay was mentioned at the STRP meeting, and I am in close consultation with Dr. Komoda about the matter.
